Since the rumour has spread that the most renowned cosmetics brands have a cosmetics division), nowadays, questions have been coming up daily about the possibility of making hemp cosmetics in Italy, together with
- cannabis
- hemp
- hemp extracts
- CBD cosmetics
- essential CBD oils
- and so on.
The classic scenario is the farmer who has a hemp field and wants to sell it (or sell a semifinished product obtained from its cultivation) to a cosmetic laboratory to make hemp cosmetics.
Just as in the use of hemp/cannabis in human consumption, where there is great confusion, we are also in the same situation for hemp in cosmetics, especially on what is legal and what is not.
This article will clarify which parts and derivatives of cannabis/hemp can be used to prepare a cosmetic (creams, shampoos, soaps, serums, etc …).
Note: from February 2021, the legislation has drastically changed compared to before.

Cannabis in cosmetics: (short) production process and legislation
We want to avoid boring you, but this is also a mandatory step to understand (soon) why YES some things and why NO others when it comes to cannabis in cosmetics.
When you want to create and market a cosmetic (any, not necessarily with cannabis), the process in a nutshell is:
- have a suitable cosmetic laboratory
- create the formula
- carry out the mandatory tests on the stability of the product
- drafting of the PIF (Product Information File)
- telematic communication to the CPNP (Cosmetic Product Notification Portal)
- begin marketing the product
The last point means that once the communication has been sent (electronically) to the CPNP, it is possible to market the cosmetic product after just half an hour.
In point 2, the choice and use of substances and raw materials take place, including (if desired) hemp and derivatives.
Good to Know: The European legislation on cosmetics, valid for all Europe, is the EC Regulation 1223/2009
